Het Vredespaleis in Den Haag huisvest internationale gerechtelijke instanties zoals het Internationaal Gerechtshof en het Permanent Hof van Arbitrage, maar eveneens de prestigieuze Bibliotheek van het Vredespaleis en de Haagse Academie voor Internationaal Recht, waar jaarlijks honderden rechtenstudenten uit de hele wereld cursussen volgen.
Door de expansie van activiteiten met als gevolg ruimtegebrek is het voormalige bibliotheekgebouw gesloopt en is een nieuwbouw academiegebouw en bibliotheek op dezelfde locatie herrezen. In de uitbreiding zijn onder andere een tweetal leeszalen met bibliotheek, een boekenopslag, een conferentiezaal en een foyer ondergebracht. Daarnaast biedt het gebouw huisvesting aan kantoren voor diverse instanties, zoals het Internationaal Gerechtshof en het Permanent Hof van Arbitrage.
Herman De Groot heeft alle adviezen en ontwerpen op het gebied van technologie en bouwfysica verricht. Bijzondere aandacht is besteed aan de beveiliging, anti-afluisterapparatuur, (draadloze) data- en telecommunicatie en de audiovisuele middelen.
Ook de realisatie van het project is door Herman De Groot begeleidt.
